Meet your Councillors

If you are wondering who it is that is representing your interests here in Ticknall, then this is the page you need.

Julie Tibbert, Chair

Julie Tibbert has been a resident of Ticknall since 1987 moving from Melbourne, living first at the Old Butcher’s Shop in Main Street and then moving to Willowbrook on Ashby Road in 1994. Julie works for the National Probation Service in Derbyshire as a Community Punishment Officer actively promoting work for offenders to do in the community. Julie is also involved with many Safer Neighbourhood schemes in Derby and South Derbyshire.

For many years Julie was an air stewardess for British Airways. Julie's interests include travel, gardening, walking and looking after her numerous pets. She is also a member of the National Trust and appreciates the wonderful countryside in and around Ticknall.

Gill Holt, Vice-Chair

Gill Holt has been a Parish Councillor since 1999. She classes herself as a ‘village girl’.  Her grandparents and parents farmed in Ticknall.  She is married to Geoff and has two married sons Simon and Matthew and four grandchildren.  Gill is a Senior Teaching Assistant for pupils with Special Educational Needs and has worked at Granville School for 21 years.  She is very keen that Ticknall should retain a thriving village community, resulting in often being involved in organising ‘village do’s’ and being Chair of the Village Hall Committee.

David Shepherd, Councillor

David Shepherd was born in Derby in 1950 but lived in Ashby-de-la-Zouch for 8 years before becoming a Ticknall resident in 1981.  He says "Being married with a daughter I find life in the village particularly suited to my interests.  I enjoy the beautiful rural nature of the area and it is close enough to my employment at Rolls-Royce to enable me to cycle to work 2 or 3 times a week.  We are particularly fortunate in Ticknall in having the use of facilities such as the village hall and the sports facility at The Grange.  Many communities in the urban and rural areas of South Derbyshire do not have such provision; it is testament to Parish, District and County Councils working together to ensure that the village is well served."

Richard Parker, Councillor

Richard Parker has lived in Ticknall all his life. Born in the village of Calke in 1947, he has two grown up children Ruth and Edward. He is self employed as a farmer and agricultural contractor, and has been a Parish Councillor since 1987. He has been chairman twice.

Richard's special interest is the countryside and he notes that although the A514 and B5006 are used as a 'rat run' between the A38 A50 M1 M42 triangle creating some dangers for local people, Ticknall is surrounded by quiet and beautiful countryside all looked after by local farmers and landowners.

Nigel Picken, Councillor

Nigel was elected in May 2011. He has lived in Ticknall since 2001 and has been married to Maria for 36 years. He has 3 sons and 2 grand-daughters. Nigel and Maria enjoy running, mountain walking and cycling.

Prior to his retirement Nigel worked for Rolls-Royce for 30 years. He is a Metallurgist by profession but spent most of his Rolls-Royce career in management, fifteen at a senior level. Before joining Rolls-Royce Nigel spent several years as a metallurgist at an engineering company in Long Eaton and before that worked as an electronics engineer in the Royal Electrical & Mechanical Engineers (Regular Army).

Nigel believes strongly in the protection of our environment, the recycling of materials and preservation of our natural environment. He will work with Councillor Green on the Grange User’s Committee on behalf of Ticknall Parish Council and progressively take over from him later in the year.

Stefan Green, Councillor

Stefan Green has lived in Ticknall since December 1974. He spent all his working life at Rolls-Royce, specialising in Manufacturing Planning & Control and factory logistics systems. He has experience of managing multi-discipline groups and was the chairman of the East Midlands branch of his professional institute for many years. He  is married with two grown-up daughters. Stefan took early retirement/voluntary redundancy from Rolls-Royce as a result of the order cancellations following 9/11 and he continues with his interests of mountain walking, squash, music, foreign travel and metal working. He is also learning French. He was co-opted onto the Parish Council in July 2003 and was chairman from 2005 to 2009.

Celia Bunston, Clerk to the Council

Celia Bunston was appointed the Clerk to Ticknall Parish Council on
